Promotion of Environmental Protection
“National Climate Change Adaptation Plan” and “National Master Plan on Energy Conservation and Carbon Reduction”
Due to the worsening of global warming, energy conservation and carbon reduction have become an important issue that the governments of the whole world must face. The Executive Yuan announced the passage of' “Sustainable Energy Policy Guidelines” on June 5, 2008. The formulation of the “National Master Plan on Energy Conservation and Carbon Reduction” was completed in May 2010. It stipulates that the overall goal of our national energy conservation and carbon reduction plan is: The quantity of CO 2 emissions in 2020 should be reduced to the level of that in 2005 and in 2025 to the level of that in 2000.
Company-level “Energy Conservation and Carbon Reduction Report Meeting”
In order to fulfill the government-set carbon reduction goals, the company established a company-level “Energy Conservation and Carbon Reduction Report Meeting”. According to the country’s newly revised energy policy, the company formulated the following 9 strategies and 35 action plans. This plan formulates and implements various energy conservation and carbon reduction tasks through 3 aspects: demand side, supply side and environmental protection.
Environmental Protection Improvement Projects
■ The Hsinta Thermal Power Plant Climate Change Adaptation Pilot Project
Taipower has been working with the Industrial Technology Research Institute (ITRI) on the Hsinta Thermal Power Plant Climate Change Adaptation Pilot Project and the Hsintao Power Supply Branch Climate Change Adaptation Pilot Project. As the threats posed to power plants by climate change (e.g. the impact of rising atmospheric temperatures, heat waves and rising seawater temperatures, etc., which will incur changes on power demand, production of power facilities and load types [peak-and off-peak], as well as the impact of rising sea levels on generation facilities near coastal areas, etc.) will have an adverse effect on power plants’ operation, Taipower must plan its countermeasures as early as possible.
■ CO 2 Geological Storage Pilot Project
The two major concerns in this company’s CCS (CO 2 capture and storage) technology development plan are securing proper storage sites and the maturity of CCS technology. For CO 2 capture, technologies developed by other countries will be introduced and accompanied by domestic R&D programs. Taipower must find a proper site for CO 2 storage. In 2009, Taipower completed the project of “Establishing a CO 2 Geological Storage Database System” and a “Site Screening for CO 2 Geo-Sequestration”. The Taihsi Basin was selected as the site with the most potential.
In 2010, the project of “the investigation, planning and study of CO 2 geological storage test sites” was completed and “establishment and function certification of two-phase flow test facilities for CO 2 geological storage” was implemented. This was done to verify the feasibility of implementing a CO 2 storage pilot project in Changgong Thermal Power Plant’s scheduled area. Over the coming 5 years (2011-2016), Taipower plans to construct deep wells to investigate more precise geological model and to examine the injection of the CO 2 reservoir at the selected site.
